Why maturity scores keep getting reported while outcomes stay stubbornly flat
Across enterprise transformation programmes, the same pattern repeats: maturity charts improve, executive updates look tidy, and eighteen months later the programme is quietly deprioritised because nothing meaningful changed in delivery speed, risk posture, or commercial performance.

Most frameworks confirm the presence of a capability. They rarely prove that the capability is functioning in a way that produces the business outcome it was funded to deliver.

I have heard this story often enough from programme managers and senior leaders to know how it ends. An organisation launches an ambitious technology transformation. Consultants arrive. Maturity frameworks are selected. Large budgets are committed. Leadership gets a compelling deck proving they are on the journey.
Then, around eighteen months later, the programme loses executive energy. The reason is usually simple and uncomfortable: the programme has been measuring the wrong thing. Capability sophistication was improving. Business impact was not.

1. Why maturity models keep failing
The practices inside maturity models can absolutely be useful. CI/CD investment can produce major delivery gains. Data governance can materially reduce regulatory exposure. The problem is not the existence of these capabilities. The problem is the measurement model around them.
Capability presence is not outcome proof
A delivery pipeline can be fully automated and still fail to improve time-to-market if the real bottleneck sits in prioritisation, approvals, or decision rights.
Documentation is not enforcement
A governance model can look comprehensive on paper while leaving the actual points of data use largely unchanged, which means risk does not meaningfully reduce.
One of the strongest findings from Accelerate is that many factors commonly embedded in maturity assessments, including stack age, who owns deployments, or whether a change approval board exists, have no predictive relationship with organisational performance. Outcome-linked capabilities do.
2. One size fits nobody
Maturity models assume your journey resembles everyone else's. In reality, each organisation is constrained by its own combination of data quality, platform debt, operating model, and leadership capability. That means a generic staged roadmap is often little more than a template dressed up as strategy.
Organisation A
Fragmented and low-quality source data. No amount of architectural sophistication will create value until the upstream foundations are made trustworthy.
Organisation B
Strong engineering and structured systems, but weak product and operating decisions. Better tooling alone will not turn insight into action.
Research from firms such as McKinsey and Gartner points in the same direction: programmes anchored in generic benchmarks often optimise for the benchmark itself rather than for the organisation's real source of advantage.
3. Start with outcomes, then work backwards
The strongest move is not more sophisticated scoring. It is a more disciplined starting point: define the business outcome first, then identify the minimum capability improvements with the clearest line of sight to that outcome.
Name the accountable outcome
Speed, risk reduction, revenue growth, or operating efficiency. If leadership owns it, the transformation should tie to it.
Choose the direct capabilities
Focus on the few capabilities with the clearest causal link to the outcome, not the most fashionable list on the framework.
Define 6-month evidence
Specify what meaningful progress looks like in the next two quarters and how leadership will see it in operational terms.
This reframe does more than improve reporting. It connects technical work to the executive agenda, gives delivery teams a clearer purpose, and makes deprioritisation harder because the programme is no longer abstract.
4. Destination mindset is the bigger risk
Maturity models imply an end state. Reach a target level, declare success, move on. That framing is dangerous because technology capability decays relative to the market. What counted as advanced two years ago may now be table stakes.
The organisations that continue to outperform do not think in terms of being done. They treat improvement as a standing operating condition.
5. What to measure instead
Operational flow
Lead time, deployment frequency, approval cycle compression, and the points where work actually stalls.
Risk reduction
Control effectiveness, policy enforcement rates, audit findings, and incident exposure at the point of use.
Commercial impact
Revenue acceleration, margin protection, cost-to-serve reduction, and decision speed tied to actual operating metrics.
The boardroom test
If your transformation programme is mostly being reported through a maturity score, ask one direct question: when did that score last drive a serious business conversation about outcomes?
If the answer is uncertain, the problem may not be the programme itself. It may be what the programme is measuring.
